Certification for Consumer Products Being Sold in the Saudi Market
The Saudi Product Safety Programme (SABER) is an initiative implemented by the Saudi Standards, Metrology, and Quality Organization (SASO) to support the Vision 2030 Programme. It aims to regulate and monitor the importation and sale of specific products in the Saudi market to ensure their compliance with safety and quality standards.
All shipments passing through Customs into the Kingdom of Saudi Arabia must be accompanied by a Shipment Certificate of Conformity.
The Shipment Certificate of Conformity will be checked by Saudi Customs at the port of entry. Any shipment arriving without a Shipment Certificate of Conformity will be refused entry into the Kingdom.
About SABER and what it involves
SABER includes a two-stage certification process Product Certification and Shipment Certification of Regulated Products which are exported to the Kingdom of Saudi Arabia and sold within the Kingdom.
XDS Solutions is a SASO approved Certification Body (CB) for products exported from all geographical regions, and accredited to issue both Product Certificate of Conformity (PCoC) and Shipment Certificate of Conformity (SCoC).
Shipment Certificate of Conformity (SCoC)
A Shipment Certificate is required for each and every shipment entering the Kingdom. The certificate declares that all products within the consignment are either non-regulated (low risk products), or have been approved by a SASO-notified Certification Body such as XDS Solutions (high risk products).
This certificate is valid for one specific consignment only and cannot be reused. The shipment must clear customs within 60 days of the certificate issuance.
SABER charges a fee of SAR 402.50 (USD $108) including VAT.
Product Certificate of Conformity (PCoC)
The Product Certificate of Conformity is a crucial document that ensures products imported into the Kingdom meet the mandatory safety, quality, and environmental standards as defined by SASO. Before the importation process begins, products are required to undergo a comprehensive assessment. This assessment includes testing, inspection, and verification by a SASO-recognized Certification Body, such as XDS Solutions, to ensure compliance with relevant Saudi technical regulations and standards.
Once a product is certified, the PCoC is issued, signifying it has passed all necessary evaluations and is cleared for import and sale within Saudi Arabia. This certificate is typically valid for one year and must be renewed annually to continue importing the certified product.

Self-Declaration Product Certificate (Free Trade)
The Self-Declaration Product Certificate for Free Trade allows exporters and manufacturers to self-declare the conformity of their products with Saudi standards for specific low-risk products. This process is facilitated through the SABER platform, where the importer, on behalf of the exporter or manufacturer, registers the product details and declares conformity based on self-assessment or existing certificates from recognized international bodies.
While there is no charge for registering a self-declaration product certificate, the standard SCoC charges will still apply.
